Drug and Alcohol Clearinghouse Proposal to Come Feb. 14, DOT Says

A proposal to create a national database of truck drivers’ positive drug-and-alcohol test results will be made public Feb. 14, the Department of Transportation said.

Congress asked the Federal Motor Carrier Safety Administration to create the clearinghouse in MAP-21. All positive drug and alcohol tests would be entered into it, and prospective employers would be required to query the database before hiring a driver, DOT said.

DOT announced the proposal’s timing Feb. 10 as part of its monthly update on rules. The January report had estimated a Jan. 31 release date after the White House Office of Management and Budget approved the rule Jan. 27.

DOT’s February report also said a proposal to mandate electronic logging devices to record hours of service on all trucks would be published Feb. 27.
